Census 2027 vs Census 2011
Sixteen years separate India's last two censuses — the longest gap in the series since it began in 1872. In that time the census went from 340 million paper schedules to a mobile app, gained a self-enumeration portal, added 11 questions to the population schedule, and took on the first full caste enumeration since 1931.
| Aspect | Census 2011 | Census 2027 |
|---|---|---|
| Method | Paper schedules filled by enumerators | Mobile-app digital capture with near real-time CMMS monitoring |
| Self-enumeration | Not available | First ever — se.census.gov.in, 15-day window per state, 16 languages |
| Houselisting questions | 35 | 33 (notified January 2026) |
| Population enumeration questions | 29 | 40 (notified August 14, 2026 — 13 new items) |
| Caste enumeration | Only SC/ST recorded (separate SECC 2011 exercise) | Full caste enumeration in the census itself — first since 1931 |
| Reference date | 00:00 hrs, March 1, 2011 | 00:00 hrs, March 1, 2027 (October 1, 2026 for snow-bound areas) |
| Gap since previous census | 10 years (2001 → 2011) | 16 years — the longest in the series (2021 round cancelled due to COVID-19) |
| New identity fields | None | Aadhaar number, voter ID, mobile number, bank-account status in the schedule |
| Workforce | ~27 lakh enumerators (paper) | ~31 lakh enumerators & supervisors + 1 lakh functionaries (app-based) |
| Results timeline | Provisional totals ~1 month; detailed tables over years | Expected substantially faster due to end-to-end digital capture (no official date yet) |
The headline changes
The table above captures the structural differences. Three of them matter most.
Paper to digital. Census 2011 was collected on paper schedules and took years to fully tabulate. Census 2027 is captured on the enumerator mobile app with progress dashboards (CMMS) monitoring coverage in near real time — which is why provisional results are expected substantially faster, though no official release date is announced.
Self-enumeration. For the first time, households can fill in their own census form at se.census.gov.in during a notified window, in 16 languages, and hand the resulting SE ID to the enumerator. About 82 lakh households used it in the first month of Phase 1 alone.
The caste count. Census 2011 recorded only SC/ST status in the census proper (the separate SECC 2011 collected caste data but its caste figures were never released). Census 2027 integrates full caste enumeration into the main census — the first time since 1931. The mechanics are covered on our caste enumeration page; implications are covered at castecensus2027.com.
What did not change
The legal frame is the same Census Act, 1948: compulsory participation (Section 8), penalties for false answers (Section 11), and strict confidentiality of individual records (Section 15). The two-phase structure — houselisting first, population count second — and the March 1 reference date convention also carry over unchanged.
Frequently asked questions
Why was there no census in 2021?
The 2021 round was postponed due to the COVID-19 pandemic and subsequently rescheduled, making the 2011→2027 gap of 16 years the longest between Indian censuses.
Did SECC 2011 already count caste?
The Socio-Economic and Caste Census 2011 was a separate exercise from the census; its caste data was never officially released. Census 2027 is the first regular census since 1931 to enumerate caste for the full population.
