Literacy Rate (Census Definition) UPSC relevant
The census treats as literate any person aged seven and above who can both read and write with understanding in any language. No formal schooling or certificate is required; ability to read but not write is insufficient.
Children below seven are treated as illiterate by definition. The 'effective literacy rate' — the standard published figure — is therefore literates as a percentage of the population aged 7+, not of the total population. The determination is by declaration to the enumerator, not by test. Census 2027's Population Enumeration will yield India's first census literacy rate since 2011, disaggregated to village/ward level and by sex, SC/ST status and (newly) caste — granularity that sample surveys cannot provide for education planning.
