Reference Date UPSC relevant
The reference date is the single point in time to which the entire census count relates: everyone alive at that moment is to be counted, wherever enumeration physically happens over the preceding weeks.
For Census 2027 the reference date is 00:00 hrs on March 1, 2027 for most of the country. Because heavy snow makes later fieldwork impossible, the UT of Ladakh and snow-bound non-synchronous areas of Jammu & Kashmir, Himachal Pradesh and Uttarakhand use an earlier reference date of 00:00 hrs on October 1, 2026. A separate 'freeze date' applies to geography: administrative boundaries were frozen as of January 1, 2026 so that jurisdictions do not change mid-census.
The reference date is fixed by gazette notification under the Census Act, 1948.
