Training 31 Lakh Enumerators: The Three-Tier Cascade

Census 2027 uses a three-tier, phase-specific training cascade designed by the Registrar General of India: National Trainers -> Master Trainers -> Field Trainers -> Enumerators and Supervisors. The numbers (reported consistently across official and news sources): 100 National Trainers (NTs) train around 2,000 Master Trainers (MTs); the MTs train around 44,000 Field Trainers (FTs); and the FTs deliver intensive training to approximately 31 lakh (3.1 million) enumerators and supervisors across the country.

Per the PIB Backgrounder (April 25, 2026): 'Approximately 31 lakh enumerators and supervisors, along with over 1 lakh census functionaries, have been mobilized... more than 80,000 training batches are being conducted for each phase, supported by phase-specific training modules.' (An earlier June 2025 Deccan Herald report ahead of the gazette notification cited 34 lakh enumerators and supervisors to be deployed.) Timeline: the RGI directed States/UTs to complete training of all stakeholders — master trainers, field trainers, enumerators and supervisors — before the third week of March 2026, ahead of the April 1 houselisting start (ETV Bharat).

Training is repeated per phase: separate Phase-2 (Population Enumeration) master-trainer programmes ran in mid-2026, e.g., J&K and Ladakh completed their Phase-II Master Trainers' Programme (Greater Kashmir), and Nagaland's cascade had master trainers training 130 field trainers who in turn train about 6,000 enumerators and supervisors in that State (Eastern Mirror). Special training modules exist for enumerating Defence and Paramilitary establishments (Rising Kashmir, on snow-bound J&K operations).

Who the enumerators are: field functionaries are appointed by State/District administrations under the Census Act, 1948 and its Rules — 'generally appointed from amongst Teachers, Revenue officials, like Patwari, Gram Sevak, Health workers, Other Government/semi-government staff, Sub-staff of municipalities in urban areas'; the Supervisor is 'generally a rank higher' than the enumerators (official Goa FAQ). Charge Officers (BDO/Tehsildar/Municipal Secretary/Ward Officer) supervise charges; Principal Census Officers are DMs/DCs/Municipal Commissioners.

Selection emphasizes 'requisite technological proficiency' because collection is app-based. Training content covers the notified schedules, app operation, block maps from the HLBC application, SE ID verification, and instruction manuals prepared in 19 languages. Support workforce: about 18,600 technical manpower engaged for roughly 550 days at local levels (about 1.02 crore man-days). The November 2025 pre-test (~5,000 census blocks) also validated 'the methodology, digital tools and training systems' before full rollout.
